Introduction

Risk assessment is the backbone of occupational health and safety management. It is a structured, systematic process that enables organizations to identify hazards, evaluate the risks they pose, and implement proportionate control measures. The ultimate aim is not to eliminate all risks — which is often impossible — but to reduce them to a level that is as low as reasonably practicable (ALARP).

When dealing with hazardous substances, the COSHH (Control of Substances Hazardous to Health) Regulations provide a specific legal framework to ensure that exposure to chemicals, fumes, dusts, vapors, gases, and biological agents is properly controlled. Together, general risk assessment and COSHH form a comprehensive safety net for workers across industries.
